Why only seven states matter
Most states are not close, and the ones that aren't have been stable for multiple cycles. That leaves roughly ninety electoral votes genuinely in play, distributed across the Rust Belt trio and the Sun Belt four.
Both parties start with a base near the low two-hundreds. The arithmetic of getting from there to 270 is what makes campaign strategy legible: every ad buy, staff hire and candidate visit is an implicit bet on which combination of these states is cheapest to win.

The Sun Belt route
Georgia, North Carolina, Arizona and Nevada are growing and diversifying, which makes them less correlated with one another and with the Rust Belt. A Republican who holds North Carolina and Georgia forces the Democratic map into a near-perfect Blue Wall sweep.
For Democrats, the Sun Belt is insurance rather than a primary path: winning Arizona and Nevada offsets the loss of Wisconsin, but not the loss of Pennsylvania.
The tipping point
The tipping-point state is the one that delivers the 270th electoral vote when states are ranked by margin. Pennsylvania has occupied or nearly occupied that position in recent cycles, which is why it absorbs a disproportionate share of national spending.
